[fbb] Whitepages

I am having trouble getting the Whitepages databases established between BBS in a packet network we have established.
It appears that new entries or updates are being forwarded to the other stations in the network, but not the original data.
The BBSs were established before the network was created and so each BBS has a previous Database that has not been forwarded to the other stations.
How do we synchronous that databases of all stations with the previously existing data?
