Guess it is INITTNCx.sys. You need just five lines adequate for BPQ as
interface. I don't have any example at hand now, but guess that reading
the FBB manual should help in the section dedicated to interfacing with
BPQ. Both the 
5.15c manual and the 7.00 should help on this. 

I have suffered it when installing for a default DED interface, it's
inittnc.sys does not work for BPQ...

I have Kantronics TNC's and use BPQ for its KISS interface. Substituting
the inittnc file contents for the proper lines allowed to see all the
compressed fwd gibberish flying up the screen...
