I'll ask the same question here, how old is your version of fbb?
epurmess.ini resides in /(usr/local)/etc/ax25/fbb. If you don't have
this file fbb will disconnect upon receipt of the first proposal,
without warning.
Copy and paste the following.

I haven't bothered changing the paths near the top of the file but I do
have a symlink from /etc/ax25 to /usrlocal/etc/ax25 to catch anything
I've forgotten!
That forwarding file looks ok but it will only forward mail for VA3LNK
or for users at VA3LNK. If you want to forward bulletins as well, or to
forward mail for users at other bbs's, you'll have to define more
entries. The docs tell you how. Look under forward.sys.
If you continue to have forwarding problems, please describe the problem.
