This is from the linFNN manual:

# 128: Run dos-programs (command DOS in FBBDOS).
# 256: Have access to the entire hard-disk. 
# 512: Have access to command /A (stop BBS) and /R (reboot
# PC).                

I think you confused tables. The previous table is for user privileges.
